Assalamualaikum warahmatullahi wabarakatuh, Salam Sejahtera dan Salam 1 Malaysia
Pertamanya saya mengucapkan salam daripada Pengerusi MPC, Yang Berbahagia Tan Sri Dato’ Azman Hashim. Yang Berbahagia Tan Sri tidak dapat hadir bersama pada pagi ini kerana beliau berada di Tanah Suci bagi menunaikan umrah. Oleh itu, saya akan menyampaikan teks ucapan Tan Sri seperti berikut.
Bagi pihak MPC, saya ingin merakamkan ucapan terima kasih kepada Yang Berhormat Dato’ Mukhriz Tun Dr. Mahathir, Timbalan Menteri Perdagangan Antarabangsa dan Industri di atas kesudian beliau melapangkan masa bersama-sama kita dan seterusnya merasmikan persidangan ini.
Ladies and Gentlemen,
I would like to welcome all of you to the Conference on Modernising Business Regulation. This Conference is organised with the objectives of providing an understanding on the importance of regulatory review in the current economic scenario, as well as to explore the opportunities and options on the benefits of regulatory review on business operations.
I would like to extend my appreciation to our distinguished speakers, invited guests, CEOs, Heads of Departments, and all participants from both the public and private sectors for your attendance and continuous support. I am sure that all of us will benefit from the exchanges in ideas, views and experiences in business regulation during this conference. To Ms. Sue Holmes, our special guest speaker from the Australian Government Productivity Commission, welcome to Malaysia and thank you for being part of this conference.
This conference is particularly meaningful as since October 2010, MPC has rebranded itself to undertake new roles and responsibilities. With the aim of building a forward-looking, responsive and dynamic MPC, a five departmental model was introduced to integrate both innovation and productivity programmes in enhancing the competitiveness of industries in Malaysia. The new MPC comprises the Regulatory Review Department; the Enterprise Innovation Department; the Business Excellence Department; the Global Competitiveness Department and the Knowledge Management Department.
As mentioned in the Tenth Malaysia Plan, MPC is to undertake regulatory review activities to assist the government in modernising business regulations. Thus MPC will monitor, review, assess and provide recommendations for policy or regulatory changes, and on new regulations with a view of removing unnecessary rules and compliance costs. The expected outcome include simplified processes and procedures which will facilitate the ease of doing business in Malaysia.
Ladies and Gentlemen,
MPC will continue to support industries through providing detailed productivity information at the sectoral, national and international levels as well as benchmark against other countries through research, provide diagnostics on innovation at the firm level, nurture and improve processes along the innovation value chain and monitor success of business excellence interventions. The country’s competitiveness performance is continuously being monitored through engagement and linkages with international ranking agencies.
The effective implementation of MPC’s programmes is contingent upon strategic collaboration and partnership with local and international experts from both the public and private sectors as well as the academia. I therefore invite you to be our partners in our journey to enhance productivity, innovation and competitiveness.
In line with this strategic partnership, MPC had scheduled productivity and innovation enhancement programmes which are designed to strengthen organisations’ capabilities. These programmes include Innovation Culture Building, Enterprise Innovation Systems, Business Excellence tools and Productivity Improvement Programmes. Therefore, I take this opportunity to urge industries to participate in these programmes towards enhancing efficiency and competitiveness.

Once again, I would like to thank Yang Berhormat Dato’ Mukhriz Tun Dr. Mahathir for his presence today and for his support in MPC activities.
