Introduction In order to achieve the level of developed countries, expand the creative culture of continuous innovation and it is a necessity among the country`s human capital. One of the causes that are important to realize this goal is through a small group activity called the Innovative and Creative Circle (ICC). ICC Program (formerly known as QCC) was first introduced in Malaysia since 1982. Today, the ICC has received overwhelming response among the public and industrial sectors. This is evidenced by the tremendous participation among them in various training and participation in the ICC Mini Convention, Regional and National level organized by MPC every year. In line with the development of innovative and creative culture, the MPC has introduced a certification level of the ICC to start in 2008. ICC Certification means that the organization applying for certification will be through the evaluation process through the ICC practices are evaluated on the basis of their overall (company-wide). Organizations that demonstrate a comprehensive and effective performance and get through a certain level will be approved for such certification.
