Dr. Mohamad Norjayadi bin Tamam currently serves as the Deputy Director General of the Malaysia Productivity Corporation (MPC), where he leads the formulation and execution of strategic policies to enhance national productivity and competitiveness. With over twenty-five years of service in the public sector, he has been instrumental in driving organizational modernization, digital technology adoption, and future talent development through impact-based strategies and performance-driven governance. His leadership has significantly strengthened MPC’s role at both federal and state levels, including his tenure as head of the Delivery Management Office (DMO), his stewardship of the Technology Section in the Productivity and Competitiveness Development Division (PCD), and his contributions to public service delivery reforms under the Bureaucratic Reform (RKB) initiative.
Throughout his career, Dr. Norjayadi has spearheaded numerous high-impact initiatives. He led a landmark regulatory reform in mineral export licensing in Perak, extending the validity period from six to twelve months, which generated an additional RM96 million in export value in 2023. In logistics, he played a decisive role in eliminating interstate permit requirements for commercial vehicles between Sabah and Sarawak, resulting in annual savings estimated at RM3.5 million. He was also instrumental in
early development of the Public Administration Efficiency Commitment Act (ILTIZAM), a transformative legal framework that evolved from the New Deal for Business (NDFB) initiative and addressed over 500 business-related issues identified through nationwide consultations.
As a champion of digital transformation, Dr. Norjayadi has strengthened MPC’s GovTech capabilities, enabling ministries to harness artificial intelligence for policy analysis, regulatory impact mapping, and real-time monitoring of reform implementation. His vision for innovation transfer was realised with the successful integration of Steinbeis Malaysia into MPC, securing RM3.5 million in funding and expanding MPC’s mandate in research, development, and technology transfer, thereby reinforcing its position as a hub for international-level innovation solutions.
In the private sector domain, his leadership has empowered over 5,000 companies annually to adopt cost-effective technologies, fostered robust public-private partnerships through the Productivity Nexus, and advanced labour market reforms via the Academy in Industry (ADI) program. His contributions extend to shaping the National Competitiveness Reform Plan, which encompasses 120 strategic initiatives across economic performance, governmental efficiency, business competitiveness, and infrastructure development.
Internationally, Dr. Norjayadi has represented Malaysia at prestigious platforms including the SME CEO Forum, Good Governance Conference, and programs by IMD Switzerland. His dedication has earned him numerous accolades, such as the Sustainability Champion Award (2025), and his appointment as Honorary Assistant Fire Commissioner in 2024 for pioneering AI-driven efficiency in emergency services. Guided by a vision for an inclusive, sustainable, and technology-driven productivity ecosystem, he remains steadfast in his mission to elevate Malaysia’s position on the global stage.
