Dr. Mazrina Mohamed Ibramsah, Deputy Director General of the Malaysia Productivity Corporation (MPC), an agency under the Ministry of Investment, Trade and Industry (MITI), is responsible for driving Malaysia’s productivity and competitiveness.
A highly skilled and dedicated project leader, Dr. Mazrina has extensive experience in managing governance reform initiatives and public sector modernization in Malaysia, with an excellent track record in administering multifunctional process innovation and digitalization projects for 26 years.
At the national level, she led the implementation of the Public Sector Reform (STAR) Project in 2023, involving more than 20 ministries and agencies. This initiative introduced the Single Window Platform, successfully reducing the expatriate application process from 90 days to just 5 days, thereby improving administrative efficiency and the country’s economic competitiveness.
Dr. Mazrina spearheaded the success of Project E10: Express Construction Permit during her tenure as Northern Region Director (2019–2021). This initiative, carried out in collaboration with the Kulim Municipal Council and the Kedah State Government, shortened the approval period for factory construction from an average of two years to ten months. The model has since been expanded to other local authorities, including Kulai, Johor.
As part of her efforts in shaping the nation’s future, Dr. Mazrina has also played a significant role in talent development. She drives initiatives in workforce upskilling and capacity building, ensuring Malaysia is prepared to meet the demands of the digital economy and increasingly complex global challenges.
Equipped with expertise in systems analysis, process redesign, and multi-stakeholder facilitation, she has proven her ability to lead large-scale transformation with tangible results.

Introduction and Background
Dr. Mazrina Mohamed Ibramsah, born on 7 December 1974 in Penang, Malaysia, is a distinguished leader in productivity enhancement and human capital development. She holds a strong academic background, including a Ph.D. in Human Resource Development from Universiti Putra Malaysia (2012), an M.Sc. in Management from Universiti Utara Malaysia (2006), and a Bachelor’s Degree in Human Sciences from the International Islamic University Malaysia (1998).
She has received two excellence awards: for her Ph.D. in Human Resource Development (2013) and the Best Overall Academic Award for the Diploma in Science Management (2004). She has dedicated her career to driving economic growth through productivity-driven strategies.
In 2025, she completed the Executive Leadership Program at the University of Oxford, United Kingdom, further strengthening her capacity in leading high-impact change and educational leadership.
Throughout her career, Dr. Mazrina has played a pivotal role in shaping Malaysia’s productivity landscape. She has held various strategic positions, from Senior Consultant to Director and now Deputy Director General, contributing to national initiatives in business efficiency, workforce upskilling, and industry transformation.
Dr. Mazrina: Driving Malaysia’s Productivity and Competitiveness
- Leadership of 14 Productivity Nexus
Dr. Mazrina leads Malaysia’s 14 Productivity Nexus, coordinating cross-sectoral efforts to boost national productivity. She provides strategic direction, promotes industry collaboration, and ensures alignment with national goals such as digitalization, regulatory reform, and sustainable development.
These Nexus include: Digital Productivity, Professional Services, Private Healthcare, Electrical & Electronics, Machinery & Equipment, Agro-Food, Chemicals & Chemical Products, Tourism, and Retail & Food & Beverage.
Five support units assist: Sustainability, Smart Incentives, SME Business Excellence, Productivity Best Practices, and Assessment Program. Her leadership impacts more than 5,000 companies annually. - Malaysia Productivity Blueprint 2025 (PMP2025)
She leads PMP2025, aimed at boosting national productivity and strengthening Malaysia’s global position. PMP2025 accelerates sustainable economic growth, attracts high-value investments, and aligns with the aspirations of Ekonomi MADANI 2030. - Academy in Industry (AiI)
As a key driver of AiI under the PEMUDAH initiative, Dr. Mazrina fosters strategic collaboration between industry and academia to upgrade workforce skills. The program places talent in high-value, technology-based roles, integrating AI, renewable energy, and modern management systems. - Empowering SMEs
She connects small and medium enterprises (SMEs) with major multinational corporations (MNCs) such as STMicro, Inari, ViTrox, Keysight, Western Digital, and Perodua, opening access to advanced technology, global best practices, and international markets. - Strategic Leadership in the Northern Region
As Head of the Northern Region Office (2020–2022), Dr. Mazrina played a crucial role in Project E10 through strategic leadership in collaboration, professional networking, cross-sector partnerships, and effective public engagement. Under her leadership, four states in the Northern Region (Perlis, Kedah, Penang, and Perak) underwent significant transformation, including digital talent development, community empowerment, strengthening the technology ecosystem, and strategic cooperation with industry and government agencies. Her proactive and impact-driven leadership turned the region into a model for high-impact project implementation.
International Role
Dr. Mazrina represents Malaysia at global forums, championing skills development, STEM education, and regulatory improvements. She has led delegations to Germany, Switzerland, Vietnam, China, and Jakarta, and has represented Malaysia in the Global Excellence Council, signing international declarations and joining study missions to Peru, Mexico, Georgia, and Japan.
Lectures and Public Engagement
Dr. Mazrina is a frequent speaker and moderator at national and international conferences, sharing insights on productivity, governance, education, and industrial transformation.
- In 2025, she was a panelist at the Empowering Education Summit (21 April 2025), contributing to strategic discussions on education transformation and future talent development.
- In 2024, she delivered speeches at the Prime Minister’s Department Innovation Day and the National Education & Learning Summit, and represented Malaysia at the Technical Working Group (TWG) Meeting in Vietnam, appointed by the APO-AB Council.
- In 2023, she gave talks at the National HR Conference, IQPC, and the Public Service Forum G.R.E.A.T. She also moderated the 2023 Electric Vehicle Conference, discussing Malaysia’s transition to EV adoption.
Her expertise also covers policy discussions, including presenting at the 79th National Local Government Council Meeting (2022) and participating in international platforms such as APQC, APO P-Talk, and various government-organized webinars.
Since 2019, she has contributed to numerous productivity forums, moderated major conventions, and led knowledge-sharing sessions with government agencies. Her involvement reflects a strong and continuous commitment to policy advocacy and driving Malaysia’s productivity transformation.
