Dr. Emelia Fantoza Binti Saraih

Dr. Emelia Fantoza Binti Saraih is currently serving as Deputy Undersecretary (Regional Cooperation & Multilateral Sector), International Division, Ministry of Finance since 2023. She has over two decades of experience in public administration, policy analysis, and strategic planning across multiple ministries and central agencies.

She holds a PhD in Educational Leadership from Universiti Putra Malaysia, a Master of Science in Tourism Development from Universiti Sains Malaysia, and a Bachelor in Management (Hons) from Universiti Sains Malaysia.

Throughout her career, she has served in key roles at the Prime Minister’s Department (ICU & MAMPU), Ministry of Higher Education, Ministry of Primary Industries, and the Ministry of Finance. Her experience spans socio-economic development monitoring, Bumiputera participation strategy, governance and integrity analysis, higher education autonomy policy, formulation of the National Commodities Policy (2021–2030), and coordination of Malaysia’s engagement in multilateral platforms including the World Bank, IMF, IsDB, ASEAN and ASEAN+3. 

She also serves on the boards of Talent Corporation Malaysia Berhad and previously MyCreative Ventures. Her contributions have been recognised with the federal honour of Pingat Kelakuan Terpuji and the state honour of Pingat Jaksa Kebaktian Pulau Pinang.
