ASIA-PACIFIC ECONOMIC COOPERATION (APEC) 17TH CONFERENCE ON GOOD REGULATORY PRACTICES (GRP17)
GRP17 took place on 19-20 August 2024 in Lima, Peru, gathering APEC economy representatives to explore strategies for improving regulatory quality and driving economic growth. The conference aligned with APEC 2024’s theme, "Empower. Include. Grow," focusing on "Innovation and Digitalisation to Promote Transition to the Formal and Global Economy."
Key Themes of the Presentations:
- Regulatory Quality and Economic Growth: High-quality, transparent and evidence-based regulations were highlighted as essential for boosting productivity, competitiveness and transitioning to formal economies. New Zealand (NZ) demonstrated how its competition policy, driven by regular market studies, ensures fair competition and supports economic growth, particularly in key sectors like energy and retail.
- Digital Transformation: The role of digital tools in modernizing regulatory practices was emphasised. OECD’s International Regulatory Cooperation (IRC) platform was highlighted as a tool for sharing case studies and best practices. NZ encouraged contributions of case studies from economies to the IRC to enhance global learning to help reduce trade barriers and promote regulatory cooperation. Thailand’s use of AI in public consultations was also noted for its innovative approach to managing large volumes of feedback and making the process more inclusive.
- Inclusive Stakeholder Engagement: Comprehensive stakeholder involvement, especially for marginalised groups and SMEs was emphasized as crucial. Chile shared its efforts to use a targeted approach in public consultation processes, focusing on reducing complexities that often hinder smaller businesses, thereby promoting more equitable regulatory outcomes.
- International Cooperation: The value of aligning domestic regulations with international trade standards to reduce barriers and foster economic integration was discussed, with insights from Chile and Peru on maintaining competitiveness in global markets.
- Continuous Improvement: The importance of regular ex-post evaluations to maintain regulatory relevance and effectiveness was highlighted. Mexico shared its experience with ex-post Regulatory Impact Assessments (RIAs) to refine and improve existing regulations.

Malaysia contributed in Sessions 2 and 5 of the conference.
Session 2: Institutionality and Governance Models to Facilitate Transition to the Formal Economy
Mr. Mahadi Hasbullah presented Malaysia's approach to regulatory governance, emphasizing centralized coordination and decentralized execution. The PEMUDAH initiative was highlighted for ensuring consistent and inclusive regulatory practices across government levels, emphasizing the need for a unified regulatory framework.
Session 5: Technology Tools and Innovative Resources for International Regulatory Cooperation
Ms. Hafizoh Md Aris presented on Malaysia’s digitalization efforts under the National Policy on Good Regulatory Practice (NPGRP). Tools like the Digital Regulatory Notification (DRN) and the Unified Public Consultation (UPC) platform were shared, alongside Malaysia’s future initiative on the development Digital Regulatory Information System (DRIS) demonstrating Malaysia’s commitment to modernizing its regulatory framework.
Overall, GRP17 reaffirmed the essential role of GRP in fostering sustainable economic growth, promoting market openness and facilitating the transition from informal to formal economies.

Sesi bimbingan telah diadakan antara MPC Sarawak dengan UNIMAS dan UiTM Sarawak. Sesi tersebut merupakan perbincangan awal dalam penyediaan projek di bawah Program Reformasi Kerenah Birokrasi (RKB). Program Productivity in Context (PiC) ini dirangka untuk memperkukuh keupayaan daya saing sektor menerusi pendekatan produktiviti yang lebih teratur. Sektor perniagaan juga dapat memanfaatkan teknologi terkini, meningkatkan keuntungan, kecekapan serta produktiviti syarikat yang akhirnya membantu dalam peningkatan daya saing negara. PiC juga menekankan penambahbaikan dalam pengurusan, penerapan teknologi serta digitalisasi, dan inovasi proses yang mampu meningkatkan kecekapan operasi dan tenaga kerja syarikat. MPC melaksanakan kolaborasi Strategik bersama Frontier : 1. Plus Malaysia Berhad 2. Composites Technology Research Malaysia (CTRM) 3. Duopharma Biotech Berhad 4. KPJ Rawang Specialist Hospital 5. Prime Lux Energy Program ini menyasarkan peningkatan tahap produktiviti dan kecekapan dalam kalangan 400 vendor, pembekal dan pelanggan yang bernaung serta rantaian nilai syarikat Frontier . Inisiatif ini berupaya memberi kesan positif terhadap keseluruhan ekosistem perniagaan syarikat-syarikat terlibat, seterusnya menyokong usaha Malaysia untuk memperkukuh kedudukan dalam amalan pengurusan dan adaptasi teknologi di peringkat antarabangsa. Selanjutnya, MPC akan melaksanakan penilaian diagnostik perniagaan dan analisis produktiviti yang komprehensif berdasarkan data dan maklumat yang dikemukakan oleh syarikat-syarikat di bawah naungan Frontier . Penilaian ini akan memberi tumpuan kepada isu serta cabaran operasi yang dikenal pasti sebelum pelaksanaan inisiatif melalui pendekatan Amalan Pengurusan Moden.

One of the key challenges in adopting technology among Malaysian enterprises, particularly mid-sized and smaller companies, lies in their level of readiness and acceptance. Many businesses remain hesitant due to limited exposure to digital tools and concerns about complexity, cost, and implementation capacity. This gap continues to hinder broader digital transformation and the realization of productivity gains at the national level. To address this, the proposed A.I. for Productivity Transformation learning sessions are designed to introduce practical and accessible AI tools tailored to the needs of these companies. The sessions will focus on building understanding and confidence in using AI, enabling participants to streamline operations, improve efficiency, and embrace innovation. This initiative aims to empower more businesses to move forward in their digital journey—driving productivity transformation across sectors.

Bertemakan “Environmental, Sustainability, Economic Prosperity and Inclusive Society”, PSIEA 2025 secara rasminya telah dilancarkan hari ini di Auditorium TEGAS Digital Village, Sama Jaya High Tech Park. Majlis pelancaran telah disempurnakan oleh YB Datuk Malcom Mussen Lamoh, Timbalan Menteri Perdagangan Antarabangsa, Industri dan Pelaburan Sarawak yang mewakili YBhg Datuk Amar Haji Awang Tengah Ali Hasan, Timbalan Premier Sarawak. A strategic networking meeting between the Tourism Productivity Nexus (TPN), UNDP Malaysia, Singapore and Brunei, and UN Tourism Regional Support Office for Asia and the Pacific was held to strengthen collaboration in advancing sustainable and productive tourism. Taking place at the Malaysia Pavilion during the Osaka Expo 2025, the session served as a meaningful platform to exchange insights, align objectives, and explore innovative strategies that support Malaysia’s tourism sector in becoming more resilient, inclusive, and future-ready. Key areas of focus included integrating sustainability across tourism value chains, promoting community-based tourism, and enhancing productivity through digitalisation and capacity building. The dialogue reaffirmed a shared commitment to global tourism and development goals, with MPC and TPN highlighting national initiatives to uplift service quality, preserve cultural heritage, and empower local communities.
