What is Behavioural Insights?

Behavioural Insights is a policy tool that combines insights from psychology, cognitive science and social science to improve how people make choices for their own wellbeing. BI has been used for over a decade in public policy applications, with the U.K. government being the first to establish a Behavioural Insights Team (BIT) in 2010. The MPC has been given the responsibility by the Government to introduce and implement Behavioural Insights (BI) in Malaysia since 2020, as the Government is keen to embed BI in designing public policy to achieve better quality and effective regulation.

This National Behavioural Insights Guideline is developed based on the BI PRIME Framework as a guidance to practitioners in applying and implementing BI in public policy.

Conference on Behavioural Insights in Policymaking for Productivity

The Conference on Behavioural Insights in Policy Making for Productivity was held on the 21st of April 2025 at MATRADE Hall, Kuala Lumpur. Organized by Behavioural Insights Malaysia in collaboration with the Malaysia Productivity Corporation (MPC) and the Asian Productivity Organization (APO), the event gathered around 400 participants from over 20 member countries. The conference focused on how behavioural science can enhance policy formulation and implementation to drive productivity and sustainable outcomes. It featured expert talks, case studies, and workshops aimed at integrating behavioural insights with good regulatory practices to improve governance and business environments in Malaysia and beyond.
