Malaysia Strengthens Asean Transport Safety with Launch of Dangerous Goods Safety Adviser (DGSA) Certification Programme


5 May 2025 – Malaysia has taken a major step forward in promoting logistics safety and enhancing regional trade by hosting the United Nations Economic Commission for Europe (UNECE) Dangerous Goods Safety Adviser (DGSA) Certification Programme from 21 to 27 April 2025.


The programme was organised by the Malaysia Productivity Corporation (MPC) through its Chemical Productivity Nexus (CPN), in collaboration with the chemical industry and the International Road Transport Union (IRU) Academy Geneva. This initiative reflects Malaysia’s strong commitment to international safety standards, aligned with the ASEAN Framework Agreement on the Facilitation of Goods in Transit (AFAFGIT) Protocol 9.


In today’s fast-evolving logistics landscape, ensuring the safe transport of hazardous materials is more critical than ever. The DGSA certification is based on the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and harmonised with global standards such as the International Maritime Dangerous Goods (IMDG) Code and the International Air Transport Association (IATA) Dangerous Goods Regulations.


Participants in the programme underwent intensive training, grounded in the UNECE ADR "Orange Book", which included theoretical modules, case studies, and a competency-based exam. The training was delivered by the Asian Institute of Logistics, Malaysia, an IRU Academy Approved Training Institute.


“Malaysia’s commitment to logistics and transport safety is vital to our national competitiveness and supports ASEAN’s vision of a connected, resilient region,” said Datuk Zahid Ismail, Director General of MPC. “The DGSA Certification Programme is a cornerstone in strengthening safe, efficient cross-border trade.”


By proactively aligning with UNECE ADR standards, Malaysia not only reinforces its role in advancing regional logistics but also supports ASEAN’s broader goal of seamless cross-border transport, supply chain resilience, and sustainable economic growth. This strategic initiative further positions Malaysia and the ASEAN region as leaders in safe, efficient, and globally competitive logistics.
