Adoption Of Behavioural Insights In Policy Making For Enhanced Productivity


21 April 2025, Kuala Lumpur - The Malaysia Productivity Corporation (MPC) continues to lead the adoption of Behavioural Insights (BI) to enhance policy formulation and implementation. This year’s Behavioural Insights Conference (BIC) focuses on the theme "Behavioural Insights in Policy Making for Productivity", highlighting the significance of BI in driving effective policies and optimising resource allocation for sustainable outcomes.


This year’s conference is held in partnership with the Asian Productivity Organization (APO), reinforcing the collaborative efforts between international organisations to integrate BI into public policies. The event provides a platform for policymakers, experts, and practitioners to come together and share their knowledge, strategies, and experiences on applying BI to improve governance, productivity, and regulatory frameworks.


In his opening speech, Datuk Kamaruzzaman Johari, Asian Productivity Organization (APO) Director for Malaysia and Chairman of Malaysia Productivity Corporation (MPC), emphasized the importance of maintaining productivity as a central focus. He said, “Let us keep productivity at the top of our agenda. By applying BI to the stages of policy development, we can make compliance easier and foster a conducive environment for businesses”.


Datuk Zahid Ismail, Director General of Malaysia Productivity Corporation (MPC), also urged ministries to prioritize BI projects and register them under the current regulatory reform agenda, “Reformasi Kerenah Birokrasi,” to further drive improvements in public service delivery and business environment.


The integration of BI with Good Regulatory Practices (GRP) and other policy tools will enable more informed, evidence-based strategies, ensuring that Malaysia’s public policies align with international best practices. This initiative ultimately seeks to create a more efficient, transparent, and effective governance system.
